Stronger Couples Build Stronger Families

iCare Foundation is developing evidence-based Couples Relationship Programs to serve married and committed couples across Greater Tampa Bay. Family instability — driven by relationship breakdown, poor communication, and financial conflict — is one of the most powerful and least addressed drivers of child poverty. Research is clear: children raised in stable, two-parent households have dramatically better outcomes across education, health, and economic mobility.

Our program will deliver structured, group-based relationship education using evidence-based curricula — equipping couples with the communication skills, conflict resolution tools, and financial partnership frameworks they need to build lasting stability. This is not crisis counseling. It is preventive, strengths-based education designed to invest in relationships before they break down.

Family Fragmentation Is a Root Cause of Poverty in Tampa Bay

Half of Florida children are born to unmarried parents — and children in single-parent households are five times more likely to live in poverty than those in two-parent homes. Family instability is not a moral failing. It is a structural problem created by financial stress, communication breakdown, and a complete absence of accessible relationship education for working families who cannot afford private counseling.

In Greater Tampa Bay, low-income couples face the same relationship challenges as any other couple — but with far fewer resources to address them. iCare's Couples Relationship Program fills that gap: accessible, free, group-based relationship education grounded in the Two-Generation (2Gen) framework, recognizing that strengthening the parenting partnership is one of the most powerful investments a community can make in its children.

Federal Funding Alignment — HMRF Grant Program

The U.S. Department of Health and Human Services (HHS) Office of Family Assistance administers the Healthy Marriage & Responsible Fatherhood (HMRF) grant program — awarding up to $6.25 million per organization over 5 years for evidence-based relationship education serving low-income populations. iCare's community presence, 2Gen framework, and Greater Tampa Bay service area position us as a strong candidate for this funding.

How the Couples Relationship Program Will Work

Communication & Conflict Resolution

Couples will learn evidence-based communication frameworks — active listening, de-escalation, and constructive conflict resolution — drawn from research-validated relationship education curricula used in federally funded programs nationwide.

Relationship Foundations & Commitment

Programs will address the shared values, expectations, and commitment structures that research identifies as the bedrock of stable, lasting partnerships — helping couples build intentional relationships rather than reactive ones.

Financial Stress & Economic Partnership

Financial conflict is the leading driver of relationship breakdown in low-income households. Our program addresses money management as a relationship skill — helping couples align on financial goals, manage shared stress, and build economic stability together.

Parenting Partnership

For couples with children, our program includes co-parenting modules that strengthen the parenting alliance — ensuring that even when romantic relationships face stress, the child-centered partnership between parents remains strong and consistent.
