Keeping Families Together When Life Gets Hard

iCare Foundation is developing wraparound Family Support Services to serve Greater Tampa Bay families navigating crisis — before that crisis leads to family breakdown, child welfare involvement, or homelessness. Most families in crisis are not broken. They are overwhelmed, under-resourced, and lacking access to the coordinated support that would allow them to stabilize and thrive.

Our program will deploy trained family support specialists to provide comprehensive needs assessments, individualized stabilization plans, crisis intervention, and resource navigation — integrating seamlessly with iCare's food, career, and health programs to create a true wraparound model. The Two-Generation (2Gen) framework guides every intervention: what strengthens parents strengthens children, and what strengthens children strengthens the next generation of Greater Tampa Bay families.

Families in Crisis Need a Coordinated, Human Response

In Hillsborough County, 1 in 4 children lives below the poverty line — and the families raising those children often face overlapping challenges: unstable housing, food insecurity, limited income, relationship stress, and no single place to go for coordinated help. The current service landscape is fragmented. Families navigate dozens of organizations, eligibility requirements, and waitlists — often giving up before they get the help they need.

Prevention is dramatically more cost-effective than intervention. Research from the Rand Corporation shows a 10:1 return on investment for family stabilization programs versus child welfare intervention. iCare's Family Support Services program is designed to be the coordinated, human-centered front door that Greater Tampa Bay families need — before a manageable crisis becomes an unmanageable catastrophe.

Why Funders Prioritize Family Stabilization

The U.S. Children's Bureau (Title IV-B) and the Community Services Block Grant (CSBG) both fund wraparound family support at the federal level. The Annie E. Casey Foundation, United Way Suncoast, and the Florida Department of Children and Families all identify family stabilization and prevention as top funding priorities for organizations with demonstrated community presence in the Tampa Bay region.

How Family Support Services Will Work

Family Needs Assessment & Case Management

Trained family support specialists will conduct comprehensive needs assessments and develop individualized family stabilization plans — connecting each family to the specific combination of services they need, from housing assistance to food support to employment navigation.

Crisis Intervention & Stabilization

For families at acute risk — facing eviction, domestic instability, or immediate crisis — our team will provide rapid-response support and warm referrals to community resources, reducing the likelihood of family separation and child welfare involvement.

Resource Navigation & Benefit Connection

Many families in need are not aware of the full range of services available to them. Our specialists will serve as resource navigators — connecting families to SNAP, housing assistance, childcare subsidies, health programs, and iCare's own services in one coordinated touchpoint.

Long-Term Family Stability Planning

Beyond crisis response, our program will work with families on 6- and 12-month stability plans — setting measurable goals around housing security, employment, and child wellbeing that build sustainable strength rather than dependence on short-term relief.
