
Every Senior Deserves to Age With Dignity
iCare Foundation is developing dedicated Elderly Housing Support services for Greater Tampa Bay seniors. As our region's population ages and the cost of senior housing continues to rise, a growing number of older adults are facing an impossible choice: spend the bulk of their fixed income on housing or compromise on safety, accessibility, and dignity. Neither option is acceptable for a community that values its elders.
Our program will address the housing needs of Greater Tampa Bay's elderly residents through affordable senior housing development, home modification for aging in place, comprehensive resource navigation, and social connection programming. Our goal is simple: ensure that no senior in Greater Tampa Bay is forced out of their home or left isolated because they did not have the support they needed.
Greater Tampa Bay's Senior Population Is Growing Faster Than Support Can Keep Up
Florida is the oldest state in the country by median age — and Greater Tampa Bay reflects that reality. As the baby boomer generation enters the later decades of life, the demand for affordable, accessible, supported senior housing is increasing far faster than the supply. Low-income seniors on fixed incomes face the sharpest version of this crisis: too much income to qualify for Medicaid-funded nursing care, too little to afford assisted living.
The consequences of unmet senior housing need are severe — social isolation, deteriorating physical health, preventable falls, and unnecessary institutionalization. iCare's program is designed to address these consequences upstream, through housing support, home modification, and connection services that allow Greater Tampa Bay's seniors to age with the dignity they have earned.
Federal Funding Alignment
The HHS Administration for Community Living (ACL), HUD Section 202 Supportive Housing for the Elderly program, and the Older Americans Act (Title III) all fund senior housing and support services nationally. Florida's Department of Elder Affairs and the Area Agency on Aging for Hillsborough/Pinellas provide regional funding pathways. This is a well-funded grant category with strong alignment to iCare's community mission.

How Elderly Housing Support Will Work
Senior-Focused Housing Development
iCare will develop dedicated affordable housing for elderly residents — designed to meet the accessibility, safety, and social needs of aging adults, at a cost that does not consume their fixed income and force them to choose between housing and healthcare.
Home Modification for Aging in Place
Most seniors want to remain in their homes — but their homes are not designed for aging. We will provide home modification services — grab bars, ramps, accessible bathrooms, and safety upgrades — allowing seniors to age safely and independently without moving to institutional care.
Senior Resource Navigation
The landscape of senior benefits — Medicare, Medicaid, PACE programs, Supplemental Security Income, and community services — is complex and difficult to navigate. Our program will provide trained resource navigators who connect seniors to every benefit and service they are entitled to.
Social Connection & Isolation Prevention
Social isolation is a health crisis among elderly residents — linked to cognitive decline, depression, and premature mortality. Our housing support program will integrate regular social engagement, community connection activities, and wellness check-ins to address the isolation epidemic among Greater Tampa Bay seniors.
